ALJs aren't judges in any real sense; they can make decisions in arbitration, but those are because the two sides have agreed to abide by the decision.I seem to remember that Anita Hill's "judge" friend, (Susan Hoerschner was it?) was actually an ALJ, too, though all the senators called her "Judge."
